Outgoing trustee makes failed motion to terminate village manager

KALKASKA – Penny Dupuie made what might be her final meeting as a member of the Kalkaska Village Council on Monday, Sept. 11, a memorable one.

While announcing her resignation from the seven-member board, Dupuie also proposed a motion to terminate the contract of village manager Scott Yost just moments before getting up and leaving the meeting as it was adjourned.

“I’m sure most of you know this is my last meeting before I formally resign just because I have to,” said Dupuie, who is moving out of state with her family. “I’d like to make a motion we terminate manager Yost.”

The motion was met with silence and a vote was not required, as there was no second.

“With no support, meeting adjourned,” said Village President Harley Wales, effectively ending the meeting.

But, just before Wales banged the gavel to end Monday night’s meeting, Dupuie said, “I had to do it.”

“I know,” Wales responded.

Dupuie made the motion shortly after the council had come back from a closed session to discuss an ongoing issue with legal counsel, with the soon-to-be-former trustee offering no explanation for her proposed action.

However, Dupuie could have one final chance to either explain why she made to the motion, or possibly to propose it a second time, at the council’s upcoming meeting at 6 p.m. Oct. 8.
